Baltimore County, Maryland, Planned Capital Program Increases by 3% | FirmoGraphs

Recently, we analyzed the latest capital spending plan released by Baltimore County, Maryland. Here are our observations. 

In the CIP covering the 2024-2029 fiscal year, Baltimore County, Maryland detailed plans to spend $3.2 billion on capital projects, an increase of 3% from $3.1 billion in its 2023-2028 CIP. The current CIP has 115 line items, compared to 110 line items in the prior CIP. The table below breaks down Baltimore’s planned capital spending by business area for its last two CIPs.

Significant Increase in Sewer and General Government

Three of the fifteen business areas have significant changes: Sewer, General Government Buildings, and Schools. 

• Sewer - 14% increment was due to eleven retained projects that increased by $156 million. The major increase resulted from the Gunpowder Relief Sewer project, which increased from $27 million to $112 million in the current CIP. 
• General Government Buildings - factors contributing to the 39% are $43 million worth of increase related to the seven retained projects; the biggest include the New Buildings, Repair, Renovations, Minor Addns, and the three new projects worth $18 million. 
• School - On the contrary, this area has notably decreased capital spending. The New Area New Construction, Additions, and Renovation project, worth $15 million, was removed since this was done in the year 2023. Another is the $70 million reduction in capital spending for the eleven retained items in the current CIP; most items started in the previous year.

Significant Investment in the Sewer Business Area

Baltimore County has three notable projects in the recent CIP. One is valued at over $200 million, and the two are valued at over $10 million. The largest project is the Gunpowder to White Marsh System Improvement, under the Sewer Area, worth $205.5 million. The project consists of 32,300 feet of Sewer Force Main and Interceptors from the Gunpowder Pumping Station to the White Marsh Pumping Station. The others are the Fullerton Filtration Plant of Water area and the replacement of the Lansdowne Library of General Government Buildings, valued at $39 million and $12 million, respectively.
