City of Boulder, Colorado, Planned Capital Program Decreased By 11%

We recently processed the latest capital spending plan by the city of Boulder, Colorado. Here are our observations. 

In the CIP covering the 2025-2030 fiscal years, City of Boulder, Colorado, detailed plans to spend $807 million on capital projects, a decrease of 11% from $903 million in its 2024-2029 CIP. The current CIP has 202 line items, compared to 209 in the prior CIP. The table below breaks down Boulder’s planned capital spending by business area for its last two CIPs.

Facilities and Fleet Budget Cuts, East Boulder Center Gets $49M

Planned spending in the Facilities and Fleet category decreased by 67% or $118 million due to the Alpine Balsam Implementation project nearing completion. On the other hand, the Community, Culture, Resilience, & Safety, Facilities & Fleet category increased by $49 million with funding for the new East Boulder Community Center Deep Retrofit & Renovations project.

Boulder’s Major Projects Include $48M Community Center and Key Utilities Upgrades

The city of Boulder, Colorado, has four notable line items valued at over $25 million. The most significant line item is the East Boulder Community Center Deep Retrofit & Renovations project, valued at $48 million, under the Community, Culture, Resilience, & Safety, Facilities & Fleet business area. The project focuses on environmental sustainability, social responsibility, and financial stewardship, with design work involving community engagement, energy assessments, and a modernization plan. Other notable line items belonging to the Utilities category include:

  • Barker Dam Outlet Works System Rehabilitation and Replacement - valued at $35 million
  • Upper Goose Creek Stormwater Improvements - valued at $32 million
  • Arapahoe Trunk Sewer Replacement - valued at $29 million
