City of Fairfax, Virginia, Planned Capital Spending, Increased By 16%

We recently processed the latest capital spending plan by the City of Fairfax, Virginia. Here are our observations. 

In the CIP covering the 2025-2029 fiscal years, City of Fairfax, Virginia, detailed plans to spend $373 million on capital projects, an increase of 16% from $321 million in its 2024-2028 CIP. The current CIP has 200 line items, compared to 203 line items in the prior CIP. The table below breaks down Fairfax’s planned capital spending by business area for its last two CIPs.

Substantial Increase in General Government and Transportation

Planned spending in the General Government category increased by 88% with funding for the ongoing Fire Station 3 Building. The Transportation category also increased by 17% for existing projects and new projects, including Northfax East-West Roadway. 

Fairfax, VA Commits Millions to Enhance Infrastructure and Community Development

The City of Fairfax, Virginia, has two notable line items valued at over $20 million and four at over $10 million. The largest line item is the Noman M. Cole Plant Upgrade, worth $38 million, under the Environment - Wastewater category. This project funds the City's annual portion of upgrades to the Noman M. Cole Wastewater facility. Listed below are the other notable line items:

  • South Street Extension - worth $24 million, under the Transportation category. This project funds construction of an extension of South Street between University Drive and Chain Bridge Road to complete the grid network in Old Town.
  • Van Dyck Master Plan Implementation - worth $15 million, under the Recreation / Community Appearance category.
  • Jermantown Road Corridor Improvements - worth $14 million, under the Transportation category. This project funds corridor improvements to Jermantown Road (Rte. 655) between I-66 and Route 50/Fairfax Blvd (total project length approximately 0.9 miles), including spot widening and pedestrian and bicycle improvements.
  • Sherwood Community Center Expansion - worth $14 million, under the Recreation / Community Appearance category. The project involves the Willard Center to be rebuilt and connected to the Sherwood Center.
  • Northfax East-West Roadway - worth $14 million, under the Transportation category.
