City of Houston, Texas, Planned Capital Program Increased by 12% | FirmoGraphs

We recently processed the latest capital spending plan by the City of Houston, Texas. Here are our observations. 

In the CIP covering the 2024-2028 fiscal year, the City of Houston, Texas, detailed plans to spend $11.3 billion on capital projects, an increase of 12% from $10.1 billion in its 2023-2027 CIP. The current CIP has 613 line items, compared to 552 line items in the prior CIP. The table below breaks down Houston’s planned capital spending by business area for its last two CIPs.

Most Significant Increase Goes to Wastewater Categories

Planned spending in the Aviation Facilities increased by 18%, going to existing projects and 35 new projects. Wastewater Treatment Facilities also increased by 15%, which comprises the largest funding in the recent CIP. The increase goes to the improvements of Wastewater Treatment Plant Service Areas, worth $850 million.

Traffic Control Project to Receive Over $100 Million

The city of Houston, Texas has two projects valued at over $100 million and two valued at over $70 million. The largest project is the construction of Antoine (North), under the Street & Traffic Control category, worth $141 million. The project involves a multi-lane, divided, concrete roadway with curbs, sidewalks with bike paths, driveways, street lighting, traffic control, and necessary underground utilities and detention. Other notable projects include:

• Hmgp North Canal Project - worth $123 million, under the Storm Drainage System. The project consists of three components: a high flow diversion channel, an overflow channel, and bridge and channel improvements.
• West Belt Grade Separations - worth $80 million, under the Street & Traffic Control category. This project includes grade separations at Commerce/Navigation and York/Sampson and the proposed closure of at-grade crossings at Hutchins, McKinney, and Milby. 
• Gessner Street - worth $73 million, under the Street & Traffic Control category.  The project widens the existing four lanes to six lanes, constructs bridges along Westheimer (grade separation), replaces traffic signals, and upgrades storm, water and wastewater lines as needed.
