In the CIP covering the 2024-2028 fiscal year, Fayetteville Public Works Commission, North Carolina - Water Resources detailed plans to spend $1.1 billion on capital projects, an increase of 65% from $682 million in its 2023-2027 CIP. The current CIP has 169 line items, compared to 173 line items in the prior CIP. The table below breaks down Fayetteville Public Works Commission’s planned capital spending by business area for its last two CIPs.

The Water Resources business area comprises almost 74% of the CIP’s planned expenditure. It increased by 61% or $315 million because of existing projects, including the Rockfish Creek Water Reclamation Facility (WRF) Expansion Phase 3, worth nearly $137 million. The Electric Systems business area also increased by 98% for the same reason.
In the recent CIP, two projects are valued at over $100 million, and one is valued at more than $50 million, all belonging to the Water Resources category. The largest project is the Rockfish Creek WRF Expansion Phase 3, worth $137 million. The facility will be expanded from 21 million gallons per day (MGD) to 28 MGD treatment capacity. Another $114 million is also planned for the Phase V Annexation to install new sewer lines to serve customers in areas annexed by the city. Lastly, the construction of the Granular Activated Carbon (GAC) Facility for the PO Hoffer Water Treatment Plant (WTP) is worth $52 million.
