In the CIP covering the 2025–2034 fiscal years, Flower Mound, Texas, detailed plans to spend $615.3 million on capital programs, an increase of 51% from $408.1 million in its 2024–2033 CIP. The current CIP includes 229 project line items, compared to 194 in the prior plan. The 2025–2034 CIP represents a 51% overall increase in planned capital investments compared to the prior plan. This growth reflects Flower Mound’s commitment to balancing community amenities with critical infrastructure.
Flower Mound uses a multi-step process to review and approve its CIP:
1. Department Submissions – Town departments identify infrastructure and service needs.
2. Staff Review & Prioritization – Projects are evaluated for urgency, alignment with strategic goals, and financial feasibility.
3. Public Engagement – Residents provide input through hearings, workshops, and surveys.
4. Town Council Adoption – The CIP is approved by vote of the Town Council as part of the annual budget process.
This ensures that capital priorities reflect both fiscal responsibility and community needs.

Flower Mound, incorporated in 1961, is located in Denton and Tarrant Counties within the Dallas–Fort Worth Metroplex. It was named after a 60-foot high mound covered in wildflowers, which remains preserved. The town experienced rapid suburban growth beginning in the 1970s, fueled by its proximity to DFW International Airport.
