We recently processed the latest capital spending plan by the Frederick County, Maryland. Here are our observations.
In the CIP covering the 2024-2029 fiscal years, Frederick County detailed plans to spend $1.4 billion on capital projects, an increase of 24% from $1.2 billion in its 2023-2028 CIP. The current CIP has 175 line items, compared to 157 line items in the prior CIP. The table below breaks down Frederick County’s planned capital spending by business area for its last two CIPs.

The Board of Education comprises the largest funding in the recent CIP, also increased by 35% or nearly $127 million. The increase goes to constructing seven projects through Fiscal Year 2029 that provide solutions to the growing enrollment in Frederick County. These projects will increase elementary school capacity by 1,984 seats and middle school capacity by 319.
Frederick County, Maryland, has two notable line items valued at over $50 million and six valued at over $40 million. The largest line item is the Middletown Co-located ES/MS replacement, worth $96 million, under the Board of Education category. The project involves a 157,374 gross square feet co-located replacement school with educational spaces for an elementary school program serving grades 3 through 5 and a middle school program serving grades 6 to 8, entirely separate but co-located in one facility. In addition, $85 million is planned for the Ballenger-McKinney WWTP Sludge Management, formally known as McKinney WWTP Phase 1, under the Water & Sewer category.
