In the CIP covering the 2026-2035 fiscal years, Hampton Roads Transit, Virginia, detailed plans to spend $467 million on capital projects, a decrease of 43% from $820 million in its 2025-2034 CIP. The current CIP has 81 line items, compared to 84 line items in the prior CIP. Significant Budget Reductions for Facilities and Safety in Hampton Roads Transit, Virginia.

The comparison of the 2025-2034 and 2026-2035 Capital Improvement Plans (CIPs) reveals significant changes across various business areas. The Facilities budget sees a drastic decrease of 80%, dropping from $386.2 million to $76.7 million. Technology experiences a modest increase of 4%, rising from $75.5 million to $78.5 million. The Operations budget decreases by 14%, from $335.5 million to $288.1 million. Security sees a 15% increase, growing from $19.8 million to $22.8 million. Safety takes a significant hit with a 65% reduction, dropping from $3.0 million to $1.0 million. Overall, the total CIP reduces by 43%, from $820.0 million to $467.2 million, indicating a significant contraction in projected investments.

Major Projects Led by $16.2 million Transit Bus Replacement

Hampton Roads Transit (HRT) is undertaking several significant projects to improve its fleet and infrastructure. The Transit Bus Replacement project, with a budget of $168.2 million, focuses on replacing aging buses, including transitioning to battery-electric models. The Light Rail Right-of-Way State of Good Repair project, allocated $27.8 million, aims to repair and replace key light rail infrastructure, including track structures and rail ties. Additionally, $22.6 million is designated for the Paratransit Fleet Replacement project to replace vehicles and maintain a state of good repair. The Transit Bus Mid-Life Repower project, budgeted at $21.4 million, will overhaul buses to extend their life and enhance reliability. Finally, the Light Rail Vehicle State of Good Repair project, with a budget of $20.5 million, focuses on maintaining and rehabilitating light rail vehicles to ensure optimal performance. These large-scale investments are critical for maintaining service quality and meeting growing demand across HRT's transit systems.
