Metro Vancouver Regional District, British Columbia, Planned Capital Program Increased By 16%

We recently processed the latest capital spending plan by the Metro Vancouver Regional District, British Columbia. Here are our observations. 

In the CIP covering the 2024-2028 fiscal years, Metro Vancouver Regional District detailed plans to spend $9.5 billion on capital projects, an increase of 16% from $8.2 billion in its 2023-2027 CIP. The current CIP has 351 line items, compared to 372 line items in the prior CIP. The table below breaks down Metro Vancouver Regional District’s planned capital spending by business area for its last two CIPs.

Most Significant Increase in Liquid Waste Category 

All business areas increased. The most significant increase goes to the Liquid waste category, which increased by nearly $678 million with funding towards ongoing projects.    In addition, the Housing category also increased by 242 million due to 10 new projects, including the Connection, and the Steller, worth $101 million and $74 million, respectively.

Over $1 Billion Planned For Wastewater Treatment Plant

Metro Vancouver Regional District, British Columbia has one notable line item valued at over $1 billion and five at over $200 million. The largest  line item is the Iona Island Wastewater Treatment Plant, worth $1.6 billion, under the Liquid Waste category. Other notable line items include:

  • Coquitlam Water Main - worth $668 million, under the Water category.
  • AI Wastewater treatment plants Stage 5 Expansion - worth $374 million, under the Liquid Waste category.
  • North Shore Wastewater treatment plants Secondary Upgrade, Conveyance and Decommissioning - worth $372 million, under the Liquid Waste category.
  • Stanley Park Water Supply Tunnel - worth $261 million, under the Water category.
  • Annacis Water Supply Tunnel - worth $256 million, under the Water category.
