Nashville and Davidson County Planned Capital Program Increased by 22% | FirmoGraphs

We recently processed the latest capital spending plan by the Metropolitan Government of Nashville and Davidson County, Tennessee. Here are our observations. 

In the CIP covering the 2024-2029 fiscal year, Metropolitan Government of Nashville and Davidson County, Tennessee, detailed plans to spend $21 billion on capital projects, an increase of 22% from $17.2 billion in its 2023-2028 CIP. The current CIP has 544 line items, compared to 606 line items in the prior CIP. The table below breaks down Nashville and Davidson planned capital spending by business area for its last two CIPs.

Most Significant Increase in Spending in Enterprises and Transportation Categories

Planned spending in the Enterprises category increased by 25%. The increase goes to ongoing projects, including General Water Treatment Plant Facilities Replacement And Refurbishment and Whites Creek Wastewater Treatment Plant, which increased by $850 million and $356 million, respectively. The Transportation category also increased due to 151 new projects added. 

Four Projects to Valued at Over $200 Million

The Metropolitan Government of Nashville and Davidson County has two projects valued at over $1 billion and four projects valued at over $80 million. The largest project is the construction of the Nissan Stadium, worth $2 billion under the Enterprises category. Another $1.5 billion is planned for the General Water Treatment Plant Facilities Replacement and Refurbishment. Listed below are the other notable projects.

• Murfreesboro Pike Bus Rapid Transit Project - worth $413 million, under the Transportation category. The project will start at the Hickory Hollow Community Center in Antioch and generally operate along Bell Road & Murfreesboro Pike to Downtown Nashville.
• Whites Creek Wastewater Treatment Plant - worth $403 million, under the Enterprise category. The project involves refurbishing/replacing primary, secondary treatment, and UV disinfection equipment, adding fine bubble aeration and replacement blowers, replacement headworks, and replacement solids handling facilities.
• Jefferson Street Multimodal Cap/Connector - valued at nearly $255 million, under the Transportation category. The project includes Jefferson Street Eight-Acre Cap located over I-65/I-40 North of Jefferson Street between DB Todd and 17th Avenue.
• Dry Creek Wastewater Treatment Plant - worth $224 million, under the Enterprise category. The project involves replacement/refurbishment of primary and secondary treatment equipment, replacement of headworks facility, replacement of solids handling facility, and installation of flood protection wall.
