Washington's Cap-and-Invest Program
Status: Effective
Organization: Washington Department of Ecology (DOE)
Summary: On October 1, 2022, the Washington Department of Ecology (DOE) finalized regulations for the cap-and-invest program to slash greenhouse gas emissions (GHG). The program has set a target of 45% below 1990 levels by 2030, 70% by 2040, and 95% by 2050. The program will cover 75% of the largest carbon-emitting entities, those releasing more than 25,000 tons of CO2 equivalent per year. Each allowance represents a metric ton of CO2 equivalent, and by holding them quarterly, DOE will generate revenues for carbon-emission reduction projects through allowances auctions. In addition, the first auction is planned for February 2023.

EPA Releases 20 Climate Adaptation Implementation Plans from National Offices, Regions to Increase Resilience to Impacts of Climate Change
Status: Effective
Organization: U.S. Environmental Protection Agency (EPA)
Summary: On October 6, 2022, EPA released 20 Climate Adaptation Implementation Plans to address the effects of climate change on underserved communities while advancing environmental resiliency and equity. These plans provide the roadmap for the EPA over the coming years to tackle the harmful impacts of climate change in partnership with states, tribes, territories, local governments, and communities through the implementation of the largest investments under the Bipartisan Infrastructure Law and the Inflation Reduction Act.

$1 Billion Brooklyn Clean Energy Hub
Type: Generation - Power
Status: Proposed
Organization: Central Hudson Gas & Electric Corp
Region: New York
Summary: Central Hudson Gas & Electric Corp submitted filings on August 22, 2022, to the Federal Energy Regulatory Commission for the proposed Brooklyn Clean Energy Hub. The Project creates locations for new resources to connect to the Con Edison transmission system. It includes a new substation or hub with 6 Points of Interconnection. It will also relocate two feeders from neighboring substations and can accommodate up to 6,000 megawatts (MW) of potential injections. The construction started on June 21, 2021, and is expected to be completed on December 31, 2035, costing $1 billion.

$900 Million Bluewater Renewable Energy Storage Project
Type: Generation - Power
Status: Proposed
Organization: Nevada Hydro Company, Inc.
Region: California
Summary: Nevada Hydro Company, Inc. will construct and operate the proposed Bluewater Renewable Energy Storage Project. The Project is a storage facility with 500 megawatts (MW) capacity in Lake Elsinore and San Juan Creek in Riverside and San Diego Counties, near the city of Lake Elsinore, California. In addition, it includes the construction of a new reservoir, a powerhouse, and 32 miles of transmission lines in the Cleveland Forest. The construction commenced in March 2022, and is expected to be completed in September, 2023, costing $900 million.

$785.4 Million Rhyolite Ridge Project
Type: Generation - Power
Status: Proposed
Organization: Ioneer USA Corporation
Region: Nevada
Summary: Ioneer USA Corporation submitted filings on October 18, 2022, to the Nevada Public Utilities Commission for the Rhyolite Ridge Project in Esmeralda County, Nevada. The Project is a greenfield open-pit lithium mining facility with an average annual production of 22,340 tons of lithium carbonate in the first three years. It will also include an electrical generation system with a 35-40 megawatts (MW) capacity. The construction started in April 2022 and is expected to be completed in June 2024 with an estimated capital investment of $785.4 million.

$670 Million Pioneer Generation Station Phase IV Project
Type: Generation - Power
Status: Proposed
Organization: Basin Electric Power Cooperative
Region: North Dakota
Summary: Basin Electric Power Cooperative submitted filings on October 7, 2022, to the North Dakota Public Service Commission for the proposed Pioneer Generation Station Phase IV Project. The Project combines brownfield and greenfield development, consisting of six nominal 18.8 megawatts (MW) natural gas reciprocating internal combustion engines (RICE) and two 235.7 MW F-Class natural gas-fired simple-cycle combustion turbines (SCCT). The construction of both RICE and SCCT will commence in April 2023 and is expected to be completed in November 2024 and August 2025, respectively. According to Basin Electric Power Cooperative, the Project will cost $670 million.

$665 Million Lucky Star Wind Project
Type: Generation - Onshore Wind
Status: Proposed
Organization: Lucky Star Wind, LLC
Region: Wyoming
Summary: Lucky Star Wind, LLC proposes constructing the Lucky Star Wind Project in Albany County south of the Town of Rock River, Wyoming. The Project is an onshore wind power project with 500 megawatts (MW) capacity consisting of 200 turbines rated at 2.5 MW each. The construction is expected to be completed and begin commercial operation in October 2023, costing $665 million.

$640 Plum Creek Wind Farm
Type: Generation - Wind
Status: Proposed
Organization: Plum Creek Wind Farm, LLC
Region: Minnesota
Summary: Plum Creek Wind Farm, LLC submitted filings on November 2019 to the Minnesota Public Utilities Commission for the Plum Creek Wind Farm in Cottonwood, Murray, and Redwood Counties. The Project is a wind energy conversion system with 414 megawatts (MW) capacity and consists of 31 miles 345 kilovolts (kV) transmission line interconnecting at the existing Brookings to Hampton 345 kV transmission line. The Project is expected to be completed in December 2022, costing $640 million.

- On October 1, 2022, Consolidated Edison announced it agreed to sell its clean energy businesses to RWE Renewables Americas in the deal valued at at $6.8 billion.
