City of City of San Marcos, Texas, Planned Capital Spending Decreased by 55%

We recently processed the latest capital spending plan by the city of San Marcos, Texas. Here are our observations. 

In the CIP covering the 2025-2034 fiscal years, San Marcos detailed plans to spend $397 million on capital projects, a decrease of 55% from $872 million in its 2024-2033 CIP. The current CIP has 93 line items, compared to 173 line items in the prior CIP. The table below breaks down San Marcos’ planned capital spending by business area for its last two CIPs.

Stormwater and Fire Spending Cut Significantly; Future Funding Expected

Planned spending in most business areas decreased. The Stormwater category saw a 92% reduction due to the Bypass Creek Improvements, which will resume funding in future years. The Fire category also decreased by 78% due to projects nearing completion.

San Marcos Invests Over $10 Million in Major Wastewater Interceptor Project

San Marcos has seven notable line items valued at over $10 million. The largest line item is the Upper Blanco River 24-Inch Wastewater Transfer Interceptor, valued at $19 million, under the Wastewater category. The project involves installing a 24-inch wastewater interceptor beginning southeast of LS #23 and extending to the proposed 24-inch interceptor at State Highway 21. Additionally, it includes constructing a 12-inch force main to transport wastewater from LS #23 to the new interceptor, identified as WWMP#24. Other notable line items include:

• Hemphill Creek 12-inch, 24-inch, 27 inch Wastewater Main  - worth $18 million, under the Wastewater category. This project consists of constructing a new 12-inch, 24-inch, 27-inch wastewater mains from State Highway 21 & Harris Hill Rd. along Hemphill Creek to the proposed Highway 80 Lift Station (WWMP #11).
• IH-35 Utility Relocations and Drainage Betterments - Phase 3 - worth $14 million, under the Multi category.
• Downtown Reconstruction Ph. II - LBJ: Grove St. to Hopkins - worth $14 million, under the Multi category.
• Sunset Acres Subdivision Phase 3 - worth $13 million, under the Multi category. The project consists of waterline replacement along Patrica and storm drain improvements along Broadway, Parkdale, Lockwood, Candlelight, Del Sol and Patricia.
• Sunset Acres Subdivision Phase 4 - worth $13 million, under the Multi category. Phase 4 of Sunset Acres Subdivision Improvements consists of storm drain improvements along Parker, Ebony, Oakdale, the remaining Candlelight & Lockwood, and Magnolia.
• Wallace Addition Subdivision - worth $12 million, under the Multi category.
