In the CIP covering the 2025-2034 fiscal years, Stafford County, Virginia detailed plans to spend nearly $2,118 million on capital projects, an increase of 55% from $1,363 million in its 2024-2033 CIP. The 2025–2034 Capital Improvement Plan (CIP) reflects a significant 55% overall increase in funding compared to the 2024–2033 CIP, growing from $1.36 billion to $2.12 billion. Major areas of investment include Transportation, which saw the largest percentage increase at 158%, rising from $202.2 million to $522.7 million due to the new project, Butler Road Widening valued at $73.3 million, followed by Parks, Recreation, and Cultural projects with a 112% increase to $103.5 million due to another new project, Gymnastic Center value at $39.4 million, and Judicial services, which rose by 48% to $81.6 million. Education also saw a notable 11% increase, while Information Technology slightly declined by 6%. New categories such as Land Acquisition and Utilities were introduced in the 2025–2034 CIP, receiving $12 million and $570.3 million respectively, while others like Wastewater and Water were phased out or reclassified.
Stafford County has two notable line items valued at over $100 million and several line items valued at more than $50 million. The most significant line items are the Utilities - Water, under the Utilities category, worth $250 million and Utilities - Sewer, under the Utilities category, worth $171 million.
