State of Colorado Department of Transportation, Planned Capital Program Increased by 3%

We recently processed the latest statewide transportation improvement program by the State of Colorado Department of Transportation. Here are our observations. 

In the Statewide Transportation Improvement Program (STIP) covering the 2025-2028 fiscal years, the State of Colorado Department of Transportation (DOT) detailed plans to spend a bit over $2.6 billion on transportation projects, increasing 3% from $2.5 billion in the 2024-2027 STIP. The current STIP has 401 line items, compared to 384 line items in the prior STIP. The table below breaks down the State of Colorado DOT's planned capital spending by business area categorized by FirmoGraphs for its last two STIPs.

Region 1 Increases; Statewide Decreases

Planned spending in Region 1 increased by 80% for 10 additional projects in the recent CIP, which include the I-70 Floyd Hill Package 4 Central Section and I-70 Floyd Hill Package 2 West Section projects. In contrast, the Statewide category decreased by 13% due to ongoing projects.

Colorado DOT Allocates Over $100 Million to I-70 Floyd Hill Upgrade

The State of Colorado Department of Transportation has one notable line item valued at over $100 million and seven at over $25 million. The largest line item is the I-70 Floyd Hill Package 4 Central Section, worth $117 million, under the Region 1 category. Listed below are the other notable line items:

  • I-70 Floyd Hill Package 2 West Section - worth $39 million
