Notable Capital Improvement Programs

Montgomery County, Maryland, Planned Capital Expenditures Decreased by 11%
In the CIP covering the 2024-2028 fiscal years, Montgomery County, Maryland, detailed plans to spend $4.7 billion on capital projects, a decrease of 11% from $5.3 billion in its 2023-2028 CIP. The current CIP has 417 line items, compared to 415 line items in the prior CIP. The table below breaks down Montgomery County’s planned capital spending by business area for its last two CIPs.
Planned Spending in all Business Areas Reduced
All business areas decreased. The most significant goes to Montgomery Public School, which decreased by 11% due to ongoing projects. The Transportation category as well as General Government category also decreased by $77 million and $68 million, respectively.
New Bus Rapid Transit To Receive Over $400 Million of Investment
Montgomery County, Maryland, has one notable line item valued at over $400 million and three at over $100 million. The most significant line item is the Bus Rapid Transit: MD 355 Central, worth $410 million, under the Transportation category. This project involves constructing a new Bus Rapid Transit (BRT) line on MD 355 between Rockville and Germantown. It also includes dedicated BRT lanes, new BRT stations with level boarding and off-board payment, Transit Signal Priority (TSP), purchase of new zero-emission BRT buses, and other associated pedestrian and bicycle improvements along the corridor. Listed below are the other notable line items.
- Crown HS [New] - worth $188 million, under the Montgomery County Public Schools category. The project includes a new high school in the mid-county region located on the Crown site in the City of Gaithersburg.
- Northwood HS Addition/Facility Upgrades - worth $177 million, under the Montgomery County Public Schools category.
- Bus Rapid Transit: Veirs Mill Road - worth $160 million, under the Transportation category. This project will design and construct a new Bus Rapid Transit (BRT) line on Veirs Mill Road (MD 586) between the Wheaton Metro Station and Montgomery College in Rockville.
- Charles W. Woodward HS Reopening - worth $121 million, under the Montgomery County Public Schools category. The project includes an expansion of Northwood High School, the reopening of Charles W. Woodward High School, and an addition at John F. Kennedy High School.

City of Saint George, Utah, Planned Capital Expenditures Increases by 44%
In the CIP covering the 2024 fiscal year, City of Saint George, Utah, detailed plans to spend $177 million on capital projects, an increase of 44% from $123 million in its 2023 CIP. The current CIP has 107 line items, compared to 94 line items in the prior CIP. The table below breaks down Saint George’s planned capital spending by business area for its last two CIPs.
Transportation Improvement Fund Increases
Planned spending in the Transportation Improvement Fund increased by 33,385% due to the Transfer to Other Funds program added in the recent CIP, worth $33 million. The General Capital Projects Fund also increased by 24% with funding towards existing projects especially the Fire Station Head Quarters Replacement which increased by $10 million in the recent CIP.
Over $30 Million Programmed for New City Hall Project
The City of Saint George has one notable line item valued at over $25 million and one at over $10 million. The largest project is the New City Hall Downtown, worth $31 million, under the General Capital Projects Fund. In addition, $11 million is programmed for the 1450 South Extension To Crosby Way project, under the Public Works Capital Projects Fund.

Alachua County, Florida, Planned Capital Expenditure Increased by 51%
In the CIP covering the 2024-2028 fiscal years, Alachua County, Florida, detailed plans to spend $222 million on capital projects, an increase of 51% from $147 million in its 2023-2027 CIP. The current CIP has 349 line items, compared to 174 line items in the prior CIP. The table below breaks down Alachua County’s planned capital spending by business area for its last two CIPs.
Increase Due to New Projects
Planned spending in the Transportation - Programs increased largely by 520% due to the 297 projects added, including the NE/NW 53 Ave US 441-SR 24 SE - Rehab (Major), worth $7 million.
Transportation Project to Receive Over $10 Million
Alachua County has only one notable line item valued at over $10 million. The project is the Northwest (NW) County Road (CR) 235A NW 190 Ave-NW CR 236, under the Transportation Programs category, worth nearly $11 million.

El Dorado County, California, Planned Capital Expenditure Increased by 8%
In the CIP covering the 2024-2043 fiscal years, El Dorado County, California, detailed plans to spend $720 million on capital projects, an increase of 8% from $666 million in its 2023-2042 CIP. The current CIP has 111 line items, compared to 104 line items in the prior CIP. The table below breaks down El Dorado’s planned capital spending by business area for its last two CIPs.
Miscellaneous Increases; Bridge Decreases
Planned spending in the Miscellaneous category increased by 63%. The increase goes to the Road Maintenance and Traffic Signal Intersection Operational and Safety Improvements. On the other hand, the Bridge category decreased by 27% due to projects nearing completion.
Over $40 Million Planned For Bridge Replacement Project
El Dorado County has four line items valued at over $25 million. The largest line item is the Mosquito Road Bridge at South Fork American RiverBridge Replacement, worth $45 million, under the Bridge category. The project includes the replacement of the Mosquito Road bridge at the South Fork American River crossing, as well as widening and realignment at the bridge approaches. Listed below are the other notable line items:
- US 50 / Cameron Park Drive Interchange Improvements - worth $27 million, under the Interchange category. The project assumes the construction of Alternative 2 in US 50/Cameron Park Drive in the alternatives analysis. Phase 1 includes interim improvements to the interchange.
- Country Club Drive Extension - East of El Dorado Hills Blvd to Silva Valley Parkway - worth $25 million, under the Roadway category. The project will construct a new two-lane extension of Country Club Drive from El Dorado Hills Blvd to Silva Valley Parkway. Work includes curb, gutter, and sidewalk on both sides.
- Mount Murphy Road at South Fork American River- Bridge Replacement -worth $25 million, under the Bridge category. The project includes replacement of the bridge at Mount Murphy Road at the South Fork American River crossing, widening, and potential realignment at the bridge approaches.
