In the CIP covering the 2024-2028 fiscal year, the City of Clovis, California detailed plans to spend $726.7 million on capital projects, an increase of 3% from $704.7 million in its 2023-2027 CIP. The current CIP has 278 discrete line items, compared to 282 line items in the prior CIP. The table below breaks down Clovis’ planned capital spending by business area for its last two CIPs.
Planned spending on the Street Improvements category increased by 19%, from $75.4 million to $89.6 million. The increase originates from ongoing projects and a new project added, the street widening of DeWolf to Leonard, worth $8.6 million. An additional new project in the Street Improvements category, the Recharge Basin Park Barstow/Agua Dolce, and the construction of the park's amenities is worth $5.1 million.
The City of Clovis has 278 line items; four are notable for over $25 million. The largest single project belongs to the Water Capital Projects category, which is the expansion of the Southeast- Surface Water Treatment Plant (SWTP) from 22.5 million gallons per day (MGD) to 45 MGD, costing $66 million. Another $65.5 million is planned under the same category for constructing a 20 million MGD SWTP in the city's northeast area. Park Improvements also gained a notable project, the construction of SR168/Enterprise Canal Pedestrian Bridge Phase II - Final Design Phase III, worth $27.1 million.

In the CIP covering the 2024-2028 fiscal years, the City of Sioux, Iowa detailed plans to spend $945.9 million on capital projects, an increase of 132% from $407.2 million in its 2023-2027 CIP. The current CIP has 165 line items, compared to 171 line items in the prior CIP. The table below breaks down Sioux City’s planned capital spending by business area for its last two CIPs.
Planned spending in the Wastewater & Environmental category increased by 1,114% due to the Wastewater Treatment Plant Facility Plan Improvements, worth $512 million. The project will be split into three phases and is expected to be completed in Fiscal Year 2029. The Airport category also increased by 48%, with funding going from $70.3 million to $104 million for existing Annual Airport Capital Projects. This project includes replacing and refurbishing the airport's paved and unpaved surfaces, electrical systems, buildings, and airfield-specific equipment.
Two of the 165 line times in the recent CIP are notable and valued at over $10 million. The largest project belongs to the Public Works category, the Bacon Creek Culvert Improvements project, worth $20.4 million. The project involves replacing and repairing the Bacon Creek Box Culvert and the Gordon Drive Viaduct. Another notable project belongs to the Water and Underground Utilities category, the Outer Drive Pressure and Storage project, worth $11.7 million. This project allows for new water infrastructure to be placed along Outer Drive extended, 28th Street, the Highway 75 bypass, and South.
