We recently processed the latest capital spending plan by the Anne Arudel County, Maryland. Here are our observations.
In the CIP covering the 2025-2030 fiscal years, Anne Arundel County detailed plans to spend $3.3 billion on capital projects, an increase of 5% from $3.2 billion in its 2024-2029 CIP. The current CIP has 475 line items, compared to 484 line items in the prior CIP. The table below breaks down Anne Arundel’s planned capital spending by business area for its last two CIPs.

Wastewater Spending Up 40%; $120M for New Biosolids Facility; Education Funding Decreases
Planned spending in the Wastewater category increased by 40% due to funding for ongoing projects. Additionally, $120 million is programmed for planning, land acquisition, design, construction, and inspection work related to the construction of a new demonstration-scale and full-scale biosolids receiving facility. On the other hand, funding for the Board of Education decreased due to ongoing projects being completed, including the replacement/new school for Old Mill MS South, worth $37 million.
Nearly $100 Million Programmed for New School
Anne Arundel County has five notable line items valued at over $25 million. The largest line item is Old Mill MS North, worth $95 million, under the Board of Education category. The project provides a replacement/new school because the existing building is not configured to support the current and future educational programs. Listed below are the other notable line items:
- Joint 911 Public Safety Center - valued at $71.6 million, under the Public Safety category. This project involves construction of a new 911 center to include an Emergency Operations Center.
- Crofton Meadows II Exp Ph 2 - valued at $56.3 million, under the Water category. This project will provide funding to increase the capacity of the Crofton Meadows II Water Treatment Plant from 15 to 20 million gallons per day (MGD) by adding additional sedimentation basins, filters, and raw water wells.
- New Glen Burnie Library - valued at $42.1 million, under the Library category. This project includes funding for the design and construction of a new Glen Burnie Regional Library, approximately 32,000 gross square feet (GSF) in size.
- Jessup Fire Station - valued at $25.7 million, under the Public Safety category. The project involves constructing a replacement fire station of approximately 20,000 square feet, featuring a 4-bay drive-through design, on a new 3-5 acre site. It will include administrative, support, and living areas to serve Jessup and the surrounding areas. The site is located in an area served by both water and sewer, strategically positioned to enhance service to the citizens.
