Engineering continues to receive the largest share of capital funds, growing over 170% from the prior plan. Meanwhile, Parks and Recreation, Airport and Spaceport, and Fire and Police receive major allocations for the first time—together totaling more than $370 million in new funding.

In contrast, Community Services, which previously accounted for nearly half the CIP, has been entirely removed from the 2025–2029 plan. This shift signals a strategic reallocation of resources toward high-priority infrastructure and safety upgrades.

  • Paul Davis Advanced Treatment – under Water and Sewer Utility, valued at $35 million. A major investment to enhance Midland’s advanced water treatment infrastructure, supporting capacity growth and compliance with future regulations.
  • Reyes Mashburn Nelms Phase II Construction (Two Baseball Fields, Parking) – under Parks and Recreation, valued at $18 million. Phase II of park development featuring construction of two new baseball fields and expanded parking to accommodate growing community recreational needs.
  • Midland Senior Center Construction – under Community Services, valued at $18 million. A new, modern senior center designed to provide health, wellness, and social services for Midland’s aging population.

Midland’s capital improvement process is built around four pillars:
