We recently processed the latest capital spending plan by Bexar County, Texas. Here are our observations. 

In the CIP covering the 2025 fiscal year, Bexar County detailed plans to spend $803 million on capital projects, a decrease of 45% from $1,455 million in its 2024 CIP. The current CIP has 280 line items, compared to 370 line items in the prior CIP. The table below breaks down Bexar County’s planned capital spending for its last two CIPs.

Significant Decline in Funding for 2025

The planned spending showed a significant decrease of $652 million, reflecting a 45% reduction in the allocated funds. This indicates a substantial decrease in the county's capital improvement funding for the current period, primarily due to the completion of two major projects from the previous year: SARIP - San Pedro Creek Restoration and the Adult Detention Center Annex Conversion, valued at $261 million and $53 million, respectively.

Bexar’s Major Projects Include $41M San Antonio River/San Pedro Creek Link Project

Bexar County, Texas has five notable line items valued at over $20 million. The most significant line item is the San Antonio River/San Pedro Creek Link Projects, valued at $41 million. This project will study the potential of establishing a connection from the San Antonio River Walk to the San Pedro Creek Culture Park to enhance pedestrian and bicycle connectivity. Other notable line items include:

  • Bexar 2.0 - valued at $27 million 
  • Radio System Infrastructure and Equipment Upgrade - valued at $25 million
  • Archives Building Parking Garage - valued at $21 million
  • Brooks Training Center - valued at $20 million
