Central San, California, Planned Capital Program Decreased by 12%

We recently processed the latest capital spending plan by the Central Contra Costa Sanitary District, California. Here are our observations. 

In the CIP covering the 2024-2033 fiscal year, Central Contra Costa Sanitary District, California, detailed plans to spend $980 million on capital projects, a decrease of 12% from $1.1 billion in its 2023-2032 CIP. The current CIP has 92 line items, compared to 126 line items in the prior CIP. The table below breaks down Central Contra Costa’s planned capital spending by business area for its last two CIPs.

Treatment Plant Decreases; Collection System Increases

The Treatment Plant category has the most significant funding in the CIP. It decreased by 57% due to ongoing projects nearing completion. On the other hand, the Collection system increased by 89%. The overall project increase goes primarily in labor‐related costs and supplies and materials increased due to known Utilities and Fuel higher rates.

$240 Million Programmed for Solids Handling Facility Improvements

Out of 92 line items in the recent CIP, the Central Contra Costa Sanitary District has two projects valued at over $100 million and three over $50 million. The largest and most significant project is the Solids Handling Facility Improvements – Phase 1A, worth $168 million, which includes solids dewatering equipment replacement (feed pumps, centrifuges, cake pumps), wet scrubber, as well as associated electrical, instrumentations, and incinerator controls improvements. Its Phase 1C will also receive $72 million in funding. Other notable line items are:

  • Collection System Sewer Renovation - Phase 2 and 3 - worth $78 million and $120 million, respectively, under the Collection system. This project is for pipeline selection planning and preliminary design work for new sewer replacement projects.
  • Aeration Basin Diffusers and Seismic Improvements - worth $52 million, under the Treatment Plant category.
