City of Ann Arbor, Michigan, Planned Capital Program Increases by 13%

Recently, we analyzed the latest capital spending plan released by the City of Ann Arbor, Michigan.  Here are our observations. 

In the CIP covering the 2024-2029 fiscal years, Ann Arbor detailed plans to spend nearly $1.2 billion on capital projects, an increase of 13% from $1 billion in its 2023-2028 CIP. The current CIP has 500 line items, compared to 476 line items in the prior CIP. The table below breaks down Ann Arbor’s planned capital spending by business area for its last two CIPs.

Planned Spending Rises in Nearly All Business Areas

Three business areas in Ann Arbor have significant change, with two areas increasing and one area decreasing. First, the Municipal Facilities - City Owned Buildings; fourteen newly added projects worth $28.8 million, fourteen retained projects which increased by $111.2 million, are the factors of 16% increment. Second, the Utilities, specifically in the Water System - the change was due to the $49.8 million value for the thirty newly added projects and the $63.6 million increment for the sixty-three retained projects from the previous CIP. A significant increment happened in the Water Treatment Plant (WTP): Plant 1 Replacement Project that went from $66 million to $77 million in the current CIP.

On the contrary, Transportation business area reduced its capital spending by 2%. The change was due to a smaller capital allotted to the new projects than the previous CIP.   

Increases Planned for New and Old Projects

The City of Ann Arbor has 500 line items; two are notable and valued at more than $25 million. The largest belongs to the Utilities - Water System category, the WTP: Plant 1 Replacement Project, worth $77 million. The other belongs to the Transportation-Transit category, the construction of the Washtenaw Bus Rapid Transit (BRT), worth $29.9 million.
