We recently processed the latest capital spending plan by the city of Baltimore, Maryland. Here are our observations. 

In the CIP covering the 2025-2030 fiscal years, Baltimore detailed plans to spend $3.7 billion on capital projects, a decrease of 8% from $4 billion in its 2024-2029 CIP. The current CIP has 430 line items, compared to 520 line items in the prior CIP. The table below breaks down Baltimore's planned capital spending by business area for its last two CIPs.

Most Significant Increase in Transportation and Water Supply Division

Planned spending in the Department of Transportation increased by 23%, with funding for new transportation initiatives such as the FY25 - Toward Zero Analysis and Safety Improvements, which focuses on enhancing road safety and reducing traffic-related fatalities and serious injuries. The Department of Public Works: Water Supply Division also saw an increase of nearly $150 million due to several new water projects, including advanced water treatment technologies and expanded pipeline replacement programs. Some projects from the 2024-2029 CIP have also been adjusted or expanded.

Baltimore Boosts Infrastructure with $500M in Water and Wastewater Projects

Baltimore has one notable line item valued at over $100 million and four valued at over $50 million. The largest line item is the Baltimore St./Smallwood St./Reisterstown Rd. Area Water Main Replacements, worth $187 million, which belongs to the Water Division. This project contributes to the Director’s initiative of replacing and rehabilitating 15 miles of water main per year. It involves the replacement of approximately 27,356 linear feet of water main in the vicinity of Baltimore St., Smallwood St., and Reisterstown Rd. Other notable line items belong to the Wastewater Division and are listed below:

  • Back River Centrate Treatment Facility - valued at $74 million, this project aims to provide maintenance and enhance infiltration and inflow at the Back River Centrate Treatment Facility.
  • Patapsco Secondary Reactor Rehabilitation (SC988) - valued at $56 million, this project focuses on rehabilitating the concrete structure and updating the equipment of the secondary reactor at the Patapsco WWTP.
  • Patapsco Centrate Treatment Facilities Upgrades - valued at $54 million, this project involves upgrading the facilities to remove nitrogen and phosphorus to the limits of technology, in accordance with the Maryland Department of the Environment.
  • Patapsco Clarifier Rehabilitation (SC994) - valued at $52 million, this project includes painting, sandblasting, and applying special coatings to eight secondary clarifiers and three gravity sludge thickening tanks.
