City of Des Moines, Iowa, Planned Capital Expenditure Increased By 46%

We recently processed the latest capital spending plan by the city of Des Moines, Iowa. Here are our observations. 

In the CIP covering the 2025-2028 fiscal years, Des Moines detailed plans to spend $971 million on capital projects, an increase of 46% from $665 million in its 2024-2027 CIP. The current CIP has 175 line items, compared to 183 line items in the prior CIP. The table below breaks down Des Moines’ planned capital spending by business area for its last two CIPs.

Increase for Ongoing Projects and Programs

All business areas increased. The most significant increase goes to the Street category due to ongoing projects that increased in spending. Additionally, funding for ongoing Flood Mitigation Improvements under the Stormwater category increased by $20 million. Lastly, the Sanitary Sewer budget also grew, supporting the ongoing renewal and rehabilitation of the sanitary sewer system.

Des Moines Invests $77 Million in Southeast Connector Project, Highlighting Major Infrastructure Development

Des Moines has three notable line items valued at over $20 million. The largest line item is the Southeast Connector, worth $77 million, under the Street category. This project provides for the extension of the Southeast Connector and east/west segment of Martin Luther King Jr. Parkway from SE 30th Street to US 65. Other notable line items include:

  • LOSST Street Improvements - worth $38 million, under the Street category. This project provides for the rehabilitation and reconstruction of roadways across the city.
  • Walnut St. Bridge over the Des Moines River - worth $22 million, under the Bridge category. This project provides for the replacement of the Walnut Street Bridge over the Des Moines River.
  • Northside Community Recreation Center - worth $21 million, under the Municipal Building category.
