We recently processed the latest capital spending plan by the city of Hayward, California. Here are our observations. 

In the CIP covering the 2025-2034 fiscal years, Hayward detailed plans to spend $1.1 billion on capital projects, an increase of 16% from $905 million in its 2024-2033 CIP. The current CIP has 415 line items, compared to 397 line items in the prior CIP. The table below breaks down Hayward’s planned capital spending by business area for its last two CIPs.

Sewer and Water System Spending Up 25% and 26% Respectively for Ongoing Projects

Planned spending in the Sewer System category increased by 25% with funding for ongoing projects. The Water system also increased by 26% for the same reason. 

Hayward Allocates $236M for Major Sewer Upgrade and $74M for Additional Projects

The city of Hayward has one notable line item valued at over $100 million and two valued at over $25 million, all within the Sewer System category. The most significant line item is the Water Pollution Control Facility Phase II Improvement Project, valued at $236 million. This project involves developing a nutrient removal management strategy to meet future Water Board regulations. Additionally, $42 million is planned for the WPCF (WRRF) New Administration Building and Laboratory Project, and $32 million is allocated for the WPCF (WRRF) Primary Effluent Flow Equalization.
