City of Hayward, California, Planned Capital Spending Increased by 43%

We recently processed the latest capital improvement program from City of Hayward, California. Here are the insights we observed. 

In the CIP covering the 2024-2033 fiscal years, City of Hayward detailed plans to spend $905 million on capital projects, an increase of 43% from $634 million in its 2023-2032 CIP. The current CIP has 397 line items, compared to 396 line items in the prior CIP. The table below breaks down City of Hayward’s planned capital spending by business area for its last two CIPs.

Increase Due to New and Existing Projects

The Sewer System increased by 135% due to the addition of a new project, the Water Pollution Control Facility Phase II Improvement Project, worth almost $200 million. The Pavement Rehabilitation also increased with funding towards the existing Pavement Rehabilitation - Gas Tax - FY25 - FY32, which increased by $103 million.

The City of Hayward has one notable line item valued at over $100 million and two valued at over $25 million. The largest line item is the Water Pollution Control Facility Phase II Improvement Project, under the Sewer System category, with an estimated cost of almost $200 million and will take approximately 5 years to complete. Another $37 million is planned for the New Administration Building and Laboratory Project. Lastly, $28 million goes to construction of the South Hayward Youth and Family Center belonging to the Livable Neighborhoods category.
