Jacksonville and Duval County Planned Capital Program Increased by 99%

We recently processed the latest capital improvement program from City of Jacksonville and Duval County, Florida. Here are the insights we observed. 

In the CIP covering the 2024-2028 fiscal years, City of Jacksonville and Duval County, Florida, detailed plans to spend $7.9 billion on capital projects, an increase of 99% from $3.9 billion in its 2023-2027 CIP. The current CIP has 1,123 line items, compared to 801 line items in the prior CIP. The table below breaks down Jacksonville and Duval County’s planned capital spending by business area for its last two CIPs.

Most Significant Increase in Electric; Decrease in Airport Category

Planned spending in the Electric category increased largely by 22% or $340 million despite fewer projects in the recent CIP. The increase goes to new projects such as the Security Improvements - Electric, amounting to half a billion, Imeson Sub 138-26kV T2 Addition - Distribution and Real Estate - Pecan Park Area 138-26kV Substation site - Property Acquisition. In addition, ongoing projects, including Northside Generating - Intake and Discharge Flume Concrete Repair, increased by almost $65 million. On the other hand, the  Airport category decreased by 53% due to 37 projects already funded in Fiscal Year 2023. The Public Works category also reduced by 18% due to projects nearing completion. 


Electric Category to Receive Half a Billion Investment 

Out of 1,123 line items, the City of Jacksonville and Duval County have one notable line item valued at over $500 million and nine at over $100 million. The largest line item is the Greenland Energy - 1X1 Combined Cycle Addition, worth $539 million, under the Electric category. Listed below are the other notable line items:

  • SW DE - Buckman Water Reclamation Facility Improvements - worth $366 million, under the Water/Wastewater category.
  • Buckman Reclamation Facility - Biosolids Conversion - Process Facility - worth $253 million, under the Water/Wastewater category.
  • Blacks Ford Reclamation Facility - Expansion from 6 to 12 MGD - worth $211 million, under the Water/Wastewater category.
  • SWDE - Southwest Water Reclamation Facility - Purification Facility - worth $154 million, under the Water/Wastewater category.
  • SWDE - Mington East - Purification Facility - worth $146 million, under the Water/Wastewater category.
  • Roadway Resurfacing - Roadway Resurfacing - worth $122 million, under the Public Works category.
  • Auto Processing Facility Development (Construction) - worth $120, million under the Jacksonville Port Authority.
  • SWDE - Arlington East Water Reclamation Facility - Disinfection Conversion to High-Level UV - worth $102 million, under the Water/Wastewater category.
  • SWDE - Cedar Bay - Purification Facility - worth $101 million, under the Water/Wastewater category.
