City of Laredo, Texas, Planned Capital Spending Increased by 209%

We recently processed the latest capital improvement program from City of Laredo, Texas. Here are the insights we observed. 

In the CIP covering the 2024-2028 fiscal years, City of Laredo, Texas, detailed plans to spend $2.9 billion on capital projects, an increase of 64% from $1.8 billion in its 2023-2027 CIP. The current CIP has 266 line items, compared to 203 line items in the prior CIP. The table below breaks down City of Laredo’s planned capital spending by business area for its last two CIPs.

Increase Lined Up for New Projects

Planned spending in the TxDOT category increased largely by 3,865%. The increase goes to five new projects in the current CIP, including the most significant project, the US 59/I-69 (Loop 20) Highway Interstate Improvement, worth $521 million. There are also 12 more projects under the Parks category, including the Bi-National River park, worth $493 million. Lastly, the Wastewater category also increased by 14% with funding towards ongoing projects.


TxDOT Project to Receive Half Billion Worth of Investment

The City of Laredo has one notable project valued at over $500 million and three projects valued at over $100 million under the TxDOT category. The largest project is the US 59/I-69 (Loop 20) Highway Interstate Improvement, worth $521 million. The improvement goes to US 59/Loop 20 to interstate standards, including the Widening right-of-way to four lanes and frontage roads. Other notable projects are listed below:

  • South Laredo Wastewater Treatment Plant (WWTP) exp to 30 million gallons per day (mgd) - worth $191 million, under the Wastewater category. The project involves upgrading the Upgrade Southside WWTP from 18 to 30 mgd. 
  • River Road Construction - Locally Preferred Alternative - worth $178 million, under the Streets category. The project includes the construction of the roadway extending generally from Bernadette Lane and Aquero Boulevard in the south to FM 1472 in the north, intersecting somewhere between Copper Mines Road and Vidal Cantu Road.
  • State Highway 84 - worth $140 million, under the TxDOT category. The project will construct a six‐lane divided highway with frontage roads from FM 1472 to IH35 West frontage road approximately 8 miles.
