In the CIP covering the 2024-2028 fiscal years, City of Memphis detailed plans to spend $1.2 billion on capital projects, an increase of 21% from $969 million in its 2023-2027 CIP. Increase For Ongoing Projects
Planned spending in the Storm Water category increased by 140% with over $100 million for the improvements to existing drainage systems and new projects identified by Drainage Master Plans throughout Memphis. The Sewer category also increased by 17% for ongoing projects, including South Plant Expansion project.
Over $ 200 Million Programmed For Sewer Projects
The City of Memphis, Tennessee has one notable line item valued at over $100 million and three at over $30 million, all belonging to the Sewer category. The largest line item is the South Plant Expansion, worth $105 million. This project funds the expansion of the T.E. Maxson Wastewater Treatment Facility (WWTF), including construction of additional primary darifiers, blowers, ABF Towers, final clarifiers, screens, ancillary structures and facilities. Other line items include:
- Stiles WWTP Biosolids Upgrades - worth $77 million for the construction and modification of treatment facilities and ancillary structures to meet federal and state government requirements for the removal and disposal of digested biosolids.
- Covered Anaerobic Lagoon - worth $46 million that provides funding for the remaining anaerobic sludge lagoons at wastewater treatment plants. It includes improving the dewatering, sludge handling, processing, and maintenance facilities in response to state and federal mandates.
- Stiles Plant Modification - worth $34 million for the treatment facilities and ancillary structures of the Maynard C. Stiles Wastewater Treatment Plant.
