We recently processed the latest capital improvement program from City of Mesa, Arizona. Here are the insights we observed. 

In the CIP covering the 2024-2028 fiscal years, City of Mesa detailed plans to spend $2.1 billion on capital projects, an increase of 20% from $1.7 billion in its 2023-2027 CIP. The current CIP has 288 line items, compared to 286 line items in the prior CIP. The table below breaks down City of Mesa’s planned capital spending by business area for its last two CIPs.

Increase For Ongoing Projects

Planned spending in the Utilities category increased by 20%, with funding going to existing projects, including the Signal Butte Water Treatment Plant Expansion, scheduled to be operational within the recent five-year period, requiring significant start-up costs and ongoing operational needs. The Transportation category also increased by $113 million for ongoing projects.

Treatment Plant Expansion To Receive Over $100 Million

The City of Mesa has one notable line item valued at over $100 million and three at over $50 million, all belonging to the Utilities category. The largest line item is the Signal Butte Water Treatment Plant Expansion, which is worth $144 million. The project involves constructing additional treatment capacity at the plant to meet growth demands in Southeast Mesa. Other notable line items include:

  • East Mesa Water Interconnect Pipes - worth 86 million. The Interconnect pipes would help the city meet the growing demand and leverage existing production capacity from one area to meet needs in another.
  • Central Mesa Reuse Pipeline Project - worth $73 million for constructing a reclaimed water line from the Northwest to the Southeast Water Reclamation Plant.
  • Advanced Metering Infrastructure (AMI) - worth $59 million for upgrading utility meter infrastructure, including related communications network and data management systems. A Smart Cities Initiative.
