We recently processed the latest capital spending plan by the city of Midland, Texas. Here are our observations.
In the CIP covering the 2025–2029 fiscal years, the city of Midland, Texas, detailed plans to spend $770.5 million on capital programs, an increase of 101% from $383.4 million in its 2024–2028 CIP. The current CIP includes 98 project line items, compared to 81 in the prior plan. The table below breaks down the city’s planned capital spending by all key business areas from its official CIP projects.

The 2025–2029 CIP reflects a sweeping capital expansion across infrastructure, public safety, transportation, and recreation. Engineering continues to receive the largest share of capital funds, growing over 170% from the prior plan. Meanwhile, Parks and Recreation, Airport and Spaceport, and Fire and Police receive major allocations for the first time—together totaling more than $370 million in new funding.
In contrast, Community Services, which previously accounted for nearly half the CIP, has been entirely removed from the 2025–2029 plan. This shift signals a strategic reallocation of resources toward high-priority infrastructure and safety upgrades.
Midland’s capital improvement process is built around four pillars:
1. Department Proposals – City agencies propose projects with supporting data and rationale.
2. Internal Review & Prioritization – Proposals are scored and ranked based on alignment with goals and funding.
3. Public Input – Feedback is gathered through public hearings and workshops.
4. City Council Adoption – The plan is finalized and approved by Council through a formal vote.
This ensures a balance of strategic direction, transparency, and community impact.
