We recently processed the latest capital improvement program from City of Sioux Falls, South Dakota. Here are the insights we observed. 

In the CIP covering the 2024-2028 fiscal years, City of Sioux Falls detailed plans to spend $1.1 billion on capital projects, an increase of 19% from $925 million in its 2023-2027 CIP. The current CIP has 455 line items, compared to 474 line items in the prior CIP. The table below breaks down City of Sioux Falls’ planned capital spending by business area for its last two CIPs.

Existing Projects Raises Planned Spending

Planned spending in the Water Reclamation category increased by 27% with funding towards existing projects. The Highways and Streets category also increased by 18% for the same reason.

Water Related Project To Receive Over $100 Million of Investment

The City of Sioux Falls, South Dakota, has one notable line item valued at over $100 million and three at over $30 million. The largest line item is the Water Reclamation Facility Expansion, worth $122 million under the Water Reclamation category. The project goes to master plan phase 2 completion, which includes expansion and improvements to the primary clarifiers and new digesters to process and stabilize biosolids. Other line items include:

  • Pump Station 240 Capacity Improvements - worth $65 million, under the Water Reclamation category. The project involves installing a new 36-inch diameter force main from Pump Station 240 to the Water Reclamation Facility, and water main improvements along Veterans Parkway, and pump station improvements.
  • Lewis and Clark Regional Water Systems - worth $32 million, under the Water category
  • Arrowhead Parkway Improvements - worth $32 million, under the Highways and Streets category. The project is to reconstruct and widen Arrowhead Parkway and Veterans Parkway Intersection and approximately 1/4 mile in all directions.
