City of Suffolk, Virginia, Planned Capital Program Increased By 11%

We recently processed the latest capital spending plan by the city of Suffolk Virginia. Here are our observations. 

In the CIP covering the 2025-2034 fiscal years, Suffolk, Virginia, detailed plans to spend $1.6 billion on capital projects, an increase of 11% from $1.4 billion in its 2024-2033 CIP. The current CIP has 123 line items, compared to 122 line items in the prior CIP. The table below breaks down Suffolk’s planned capital spending by business area for its last two CIPs.

Transportation Budget Boosted by $75M; $8M Allocated to New Parks Projects

Planned spending in the Transportation category increased by $75 million, attributed to funding for ongoing projects. Additionally, there are seven new projects in the Parks and Recreation category, including the River Walk Trail project, valued at $8 million.

Suffolk, VA Invests Over $50M in School and Infrastructure Projects

Suffolk, Virginia, has seven notable line items valued at over $50 million. The largest line item is the John Yeates Middle School Replacement, worth $76 million, under the Public Schools category. The project will replace John Yeates Middle School with a new 1,000-student school. Other notable line items are listed below:

  • Forest Glen Middle School Replacement - worth $66 million, under the Public Schools category. The project will replace Forest Glen Middle School with a new 800-student school.
  • Sanitary Sewer System Upgrades - worth $58 million, under the Public Utilities Fund category. The project aims to upgrade the city's sanitary sewer system by renovating, rehabilitating, and replacing existing infrastructure. This includes 154 pump stations and 379 miles of gravity sewer mains and force mains.
  • Nansemond Parkway Elementary Replacement - worth $57 million, under the Public Schools category. The project will replace Nansemond Parkway Elementary School with a new 800-student school.
  • Kilby Shores Elementary Replacement - worth $55 million, under the Public Schools category. This project will replace Kilby Shores Elementary School with a new 800-student school.
  • North Suffolk Connector - worth $55 million, under the Transportation category. The project will provide for a study and construction of a new two-lane roadway alignment connecting Nansemond Parkway to Shoulders Hill Road using local funding.
  • Elephant's Fork Elementary Replacement - worth $54 million, under the Public Schools category. The project will replace the Elephant's Fork Elementary School with a new 800-student school.
