We recently processed the latest capital spending plan by the city of Syracuse, New York. Here are our observations.
In the CIP covering the 2025-2030 fiscal years, Syracuse detailed plans to spend $1.4 billion on capital projects, an increase of 187% from $488 million in its 2024-2029 CIP. The current CIP has 172 line items, compared to 137 line items in the prior CIP. The table below breaks down City of Syracuse's planned capital spending by business area for its last two CIPs.

Syracuse Sees Significant Increases in Water, School, and Sewer Project Funding
Planned spending in the Water category increased by 55% with funding for ongoing projects. There are also eight new projects in the Syracuse City School District, resulting in an 181% increase. Lastly, the Sewer Reconstruction under the Sewer category increased by almost $10 million from the previous period.
Syracuse Plans $720M Redevelopment for New 15th Ward
Syracuse has only one notable item valued at over $500 million, which is the New 15th Ward Infrastructure, worth nearly $720 million. The project will involve the redevelopment of SHA's public and supportive housing in the New 15th Ward/East Adams Street Neighborhood. It will also completely redevelop the 118-acre area that includes Pioneer Homes, McKinney Manor, and Central Village. In addition, these funds are to support the overall public infrastructure and utility improvements to complete the transformation plan's vision and support the added density of households added to the area as a way to create a mixed-use and mixed-income neighborhood of choice for residents and deconcentrate poverty.
