City of Westminster, Colorado, Planned Capital Program Increases by 162%

We recently processed the latest capital spending plan by the City of Westminster, Colorado. Here are our observations. 

In the CIP covering the 2023-2027 fiscal years, City of Westminster detailed plans to spend $471.2 million on capital projects, an increase of 162% from $179.8 million in its 2022-2026 CIP. The current CIP has 164 discrete line items, compared to 158 in the prior CIP. The table below breaks down the City of Westminster planned capital spending by business area for its last two CIPs.

Largest Increase Planned for Public Utilities 

Planned spending in the Public Utilities category increased by 515% to $347.4 million. The increase goes to new and existing projects, including a $150 million placeholder for a future replacement or rehabilitation of the City’s aging Semper Water Treatment Plant.  

Over $200 Million Planned Investment in Water - Related Projects

The City of Westminster has one project valued at more than $100 million and five items valued at more than $10 million, all belonging to the Public Works & Utilities category. The largest project is the above-mentioned Semper Project Placeholder, worth $150 million. Other notable projects are listed below:

  • Wattenberg Gravel Lakes - valued at $15.5 million. The project will provide a new pump station and pipelines at the Wattenberg Gravel site for raw water exchanges.
  • Lowell Boulevard Pipeline - Uplands Connectivity - valued at $15.2 million. The project involves replacing 87th Avenue with 96th Avenue.
  • General Pump Stations R&R - valued at $14.7 million. It will replace the aging pump station piping and major mechanical and electrical equipment.
  • 120th Water Pipeline Replacement - valued at $12.5 million. 
  • Big Dry Creek Wastewater Treatment Facility R&R - Abasins & Headworks - valued at $12 million.
