Columbus Consolidated Government, Georgia, Planned Capital Program Increases by 346%

We recently processed the latest capital spending plan by the Columbus Consolidated Government, Georgia. Here are our observations. 

In the CIP covering the 2023-2028 fiscal years, Columbus Consolidated Government, Georgia detailed plans to spend $368.5 million on capital projects, an increase of 346% from $82.5 million in its 2022-2027 CIP. The current CIP has 220 discrete line items, compared to 186 line items in the prior CIP. The table below breaks down the city’s planned capital spending by business area for its last two CIPs.

Increases Planned for All Business Areas

There has been a substantial increase in Management related spending, increasing by $178.2 million this period, with funding going toward new projects such as the New Courthouse/Judicial Center, valued at $149.3 million, and Synovus Building Renovations, valued at $24.9 million. The Transportation business area also increased by 212% to $23.1 million, primarily due to an annual investment rise in Resurfacing/Rehabilitation set aside for road resurfacing. Other routine road maintenance repairs or construction in Columbus and 2009 LOST Resurfacing/Rehabilitation set aside annually for road resurfacing and reconstruction costs also contributed to the increase in investment. The current CIP specifically mentions the American Rescue Plan with $58 million in related spending.  

Nearly $150 Million Planned Investment for New Projects

The current CIP contains three notable line items, one valued at more than $100 million and two valued at more than $10 million. The largest single project belongs to the Management business area, the New Courthouse/Judicial Center, valued at $149.3 million. This project involves new construction for the judicial center and courthouse.

The other two projects belong to the Management and American Rescue Plan category, and they are as follows:

  • Synovus Building Renovations - valued at $24.9 million. This project plans renovations to the synovus building to become the new government center. 
  • Automation of Garbage Collection Trucks - valued at $11.6 million. This project funds the purchase of automated garbage collection trucks.
