We recently processed the latest capital spending plan by Fairfax County, Virginia. Here are our observations.
In the CIP covering the 2025-2029 fiscal years, Fairfax County detailed plans to spend $7.8 billion on capital projects, a decrease of 5% from $8.1 billion in its 2024-2028 CIP. The current CIP has 313 line items, compared to 324 line items in the prior CIP. The table below breaks down Fairfax’s planned capital spending by business area for its last two CIPs.

Public Schools and Transportation Spending Down; Wastewater and Stormwater Up
Planned spending in the Public Schools category decreased by 11% due to ongoing projects. The Transportation Initiatives business area decreased for the same reason. On the other hand, the Wastewater and Stormwater Management categories increased by 6% and 14%, respectively, due to funding for existing projects.
Fairfax County's Major Over $100M Projects: Schools, Wastewater, and Infrastructure Highlights
Fairfax County has 8 notable line items valued at over $100 million. The most significant line item is Centreville, valued at $281 million, under the Public Schools category. Other notable line items include:
- Noman Cole Treatment Plant Rehabilitation and Replacement - valued at $242 million, under the Wastewater Management.
- Alexandria Wastewater Treatment Plant (WWTP) Upgrades - valued at $202 million, under the Wastewater Management. This project includes the replacement and rehabilitation of existing treatment process facilities and facilities to handle wet weather flows in order to avoid sanitary sewer overflows.
- DC Blue Plains Wastewater Treatment Plant (WWTP) Upgrades - valued at $187 million, under the Wastewater Management. This upgrade includes major plant renovations, including the chemical addition, flow control tunnels, and sludge disposal systems to meet the enhanced total nitrogen standards.
- Judicial Complex Redevelopment / Building One - valued at $183 million, under the Court Facilities category.
- Reston Town Center North (RTCN) Human Services Center - valued at $170 million, under the Health and Human Services category.
- Upper Occoquan Service Authority Treatment Plant Upgrades - valued at $111 million, under the Wastewater Management category. The project includes plant renovations, specifically the nutrient cap project, filter press replacement, and re-carbonation clarifier improvements.
- Franklin - valued at $106 million, under the Public Schools category.
