Frederick County, Maryland, Planned Capital Program Increased By 22%

We recently processed the latest capital spending plan by the Frederick County. Here are our observations. 

In the CIP covering the 2025-2030 fiscal years, Frederick County detailed plans to spend $1.8 billion on capital projects, an increase of 22% from $1.4 billion in its 2024-2029 CIP. The current CIP has 168 line items, compared to 175 line items in the prior CIP. The table below breaks down Frederick’s planned capital spending by business area for its last two CIPs.

Increase For Ongoing and New Projects

Planned spending in the Board of Education increased by 40%, driven by funding for ongoing projects. Additionally, a new project, Brunswick HS: Replacement, valued at $134 million, was initiated. The Water and Sewer category also saw an 18% increase, allocated to existing projects. On the other hand, the Parks and Recreation decreased by 35% as ongoing projects near completion.  

$150M Investments in Ballenger-McKinney WWTP Sludge Management Project

Frederick County has three notable line items valued at over $100 million and four at over $25 million. The most significant line item is the Ballenger-McKinney WWTP Sludge Management, worth $150 million, under the Water & Sewer category. This project was formerly known as "McKinney WWTP Phase 1" and includes the design and construction of the first phase (15 MGD) sludge management improvements in accordance with the Ballenger Creek/McKinney WWTP Facility Plan dated March 2006. Other notable line items belong to the Board of Education and are listed below:

  • Brunswick HS: Replacement - worth $134 million.
  • Middletown Co-located ES/MS replacement - worth $105 million.
  • New ES Site #41 (formerly Eastern ES) - worth $61 million.
  • Liberty ES: Replacement - worth $56 million.
  • New ES Site #42 (Southern Frederick area ES) - worth $46 million.
  • Yellow Springs ES Replacement - worth $37 million.
