We recently processed the latest capital spending plan by the Harnett County, North Carolina. Here are our observations. 

In the CIP covering the 2025-2031 fiscal years, Harnett County detailed plans to spend $144 million on capital projects, an increase of 360% from $31 million in its 2024-2030 CIP. The current CIP has 57 line items, compared to 44 line items in the prior CIP. The table below breaks down Harnett’s planned capital spending by business area for its last two CIPs.

359% Spike: General Category Spending Soars Across 14 New Projects

Planned spending in the General category increased by 359% with funding towards 14 new projects, including the Harnett County Schools -- Flatwoods Middle School and Central Carolina Community College renovations and replacements. 

Major Investment: Harnett County Allocates $74 Million for Flatwoods Middle School Construction

Harnett County has only one line item valued at over $100 million. The line item is the Harnett County Schools -- Flatwoods Middle School, worth $74 million, under the General category. The project includes the construction of a new 174,000-square-foot school to accommodate 1,100 students and to alleviate existing and projected overcrowding at Harnett Central and Overhills middle schools.
