In the CIP covering the 2025 fiscal year, Multnomah County detailed plans to spend nearly $1.7 billion on capital projects, an increase of 211% from $532 million in its 2024 CIP. The current CIP has 233 line items, compared to 247 line items in the prior CIP. The table below breaks down Multnomah’s planned capital spending by business area for its last two CIPs.

Transportation Category Leads with 910% Growth
All business areas saw an increase, with the Transportation category experiencing the most significant growth at 910%, despite having fewer projects. This increase is largely due to the Burnside Bridge Replacement Project, which has a funding value of $895 million.
Multnomah County's $895M Burnside Bridge Project Leads Among Major $100M and $30M Line Items
Multnomah County has two notable line items valued at over $100 million each and three valued at over $30 million each. The most significant line item is the Burnside Bridge Replacement Project, valued at $895 million, which falls under the Transportation category. Other line items belong to the Facilities and Property Management category and it includes:
- East County Library - valued at $163 million
- Library Operations Center - valued at $57 million
- Albina Library and Administration - valued at $55 million
- Midland Library - valued at $31 million
