Orange County, Florida, Planned Capital Expenditure Increased By 35%

We recently processed the latest capital spending plan by the Orange County, Florida. Here are our observations. 

In the CIP covering the 2025-2029 fiscal years, Orange County detailed plans to spend $4 billion on capital projects, an increase of 35% from $3 billion in its 2024-2028 CIP. The current CIP has 471 line items, compared to 402 line items in the prior CIP. The table below breaks down Orange County’s planned capital spending by business area for its last two CIPs.

Significant Budget Increases for Convention Center, Utilities, and Public Works Projects

Planned spending in the Convention Center category increased by 149%, with funding allocated for a new project: Convention Way Grand Concourse. The Utilities category also saw an increase of nearly $260 million for ongoing projects. Additionally, there was an increase of $78 million in the Public Works category, also earmarked for ongoing projects.

Orange County Allocates Over $1 Billion for Key Infrastructure and Development Projects

Orange County has three notable line items valued at over $100 million and three at over $30 million. The most significant line item is the Convention Way Grand Concourse, worth $559 million, under the Convention Center category. Other notable line items include:

  • North/South Concourse Renovations
  • Rehab Existing Roadways CW - worth $194 million, under the Public Works category.
  • Kirkman Road Extension - worth $100 million, under the  Public Works category.
  • Hamlin Water Reclamation Facility - worth $51 million, under the Utilities category. 
  • Taft-Vineland Rd (441-Orange Ave) - worth $37 million, under the Public Works category.
