In the CIP covering the 2025-2029 fiscal years, Port of Oakland detailed plans to spend $1.3 billion on capital projects, a decrease of 9% from $1.4 billion in its 2024-2028 CIP. The current CIP has 179 line items, compared to 147 line items in the prior CIP. The table below breaks down Port of Oakland’s planned capital spending by business area for its last two CIPs.

Utilities and Aviation Sectors See Significant Decrease Due to Project Completion

The most significant decline occurred in the Utilities category due to projects nearing completion. Additionally, there are 12 completed projects from the previous CIP. The Aviation sector also saw a $45 million decrease for the same reason.

Port of Oakland Allocates Over $100 Million to Harbor Expansion

The Port of Oakland has one notable line item valued at over $100 million and six at over $25 million. The most significant line item is the Inner/Outer Harbor Turning Basins Widening, valued at $161 million belonging to the Maritime category. Other notable line items include:

  • Airport Perimeter Dike Improvements - Seismic - valued at $67 million, under the Aviation category.
  • Substation 1 and 2 Upgrades at OAK - valued at $48 million, under the Utilities category.
  • Runway 10R/28L Rehabilitation and Taxiway Bravo - valued at $37million, under the Aviation category.
  • SS-R-14 Substation Replacement (14th/Maritime) - valued at $36 million, under the Utilities category.
  • M103 Energy Efficient Retrofit/Upgrades (Ceiling work/Windows/Finishes) - valued at $30 million, under the Aviation category.
  • Restroom Upgrades - Phase 2 - valued at $30 million, under the Aviation category.
