Rhode Island's Narragansett Bay Commission Boosts Planned Capital Program by 68%

We recently processed the latest capital spending plan by the Narragansett Bay Commission, Rhode Island. Here are our observations. 

In the CIP covering the 2025-2030 fiscal years, Narragansett Bay Commission detailed plans to spend $1.1 billion on capital projects, an increase of 68% from $681 million in its 2024-2029 CIP. The current CIP has 45 line items, compared to 44 line items in the prior CIP. The table below breaks down Narragansett Bay Commission's planned capital spending by business area for its last two CIPs.

Large Increase in Various Business Areas, Especially CSO Phase III Facilities, Surging by 85%

Most business areas experienced growth, with the most notable increase seen in CSO Phase III Facilities, which surged by 85%. This substantial rise can be attributed to the CSO Phase III A Facilities—Pawtucket Tunnel and Pump Station Shaft project, which alone contributed to an increase of over $300 million. The ongoing Data Communications Upgrades, WWTF Network Improvements, and Long-Range Biosolids Disposal also increased by $16 million and $8 million, respectively, resulting in an increase of 155% under the Wastewater Treatment Facility Improvement.

Over $100 Million Planned For Wastewater Treatment Facilities Upgrades

Narragansett Bay Commission has four notable line items valued at over $25 million. The largest line item is the Field's Point Wastewater Treatment Facility (FPWWTF) Improvements, costing $36 million, under the Field's Point Resiliency Improvements category. This includes replacing the Pepcon odor scrubber, evaluating and designing improvements to the disinfection system, and upgrading the plant water system. Other notable line items include:

  • FPWWTF Ernest Street Pump Station Improvements - worth $30 million, under the Field's Point Resiliency Improvements. The project focuses on enhancing and updating the infrastructure of the Ernest Street Pump Station, including valves, gates, flow meters, pumps, VFD units, control systems, screening systems, motor control centers, motor protectors, electrical systems, and installing a standby power generator system with a capacity of 1,750 kVA.
  • FPWWTF Maintenance and Storage Buildings - worth $29 million, under the Field's Point Resiliency Improvements. This project aims to construct a new Maintenance Building, an Interceptor Maintenance (IM) Storage Building, and associated support facilities at the Field's Point campus to support long-term resiliency and infrastructure needs.
  • BPWWTF UV Disinfection Improvements - worth $26 million, under the Bucklin Point Resiliency Improvements. This project entails assessing the existing Ultraviolet (UV) Disinfection system at the Bucklin Point Wastewater Treatment Facility (WWTF), followed by replacing or upgrading the system as needed. Additionally, it involves designing and constructing a new building to house the upgraded system.
