San Diego County, California, Boosts Planned Capital Spending by 51%

We recently processed the latest capital spending plan by San Diego County, California. Here are our observations. 

In the CIP covering the 2025-2029 fiscal years, San Diego County, California, detailed plans to spend $919 million on capital projects, an increase of 51% from $607.5 million in its 2024-2028 CIP. The current CIP has 109 line items, compared to 133 line items in the prior CIP. The table below breaks down San Diego County's planned capital spending by business area for its last two CIPs.

San Diego County's Capital Spending Breakdown: Key Increases and Decreases for 2025-2029

San Diego County, California, significant changes include a dramatic 370% increase in the Maintenance category spending due to a bigger allocation in the current CIP for the Resurfacing Program (AC Overlay, Pavement Seals, Americans with Disabilities Act Ramps and Culverts) line item. This is an annual road resurfacing program that represents numerous projects to repair, replace and maintain roads throughout the unincorporated county. In addition to resurfacing, Americans with Disabilities Act pedestrian ramps are upgraded in accordance with federal regulations and culverts that are damaged or at the end of their design life are repaired, replaced or relined. A 92% rise in wastewater investments is due to the new line item San Diego River Basin Sewer Improvements Phase 2 and Phase 3, worth $20 million.  A 51% decrease in airport funding or $36 million is due to the completion of the Palomar Airport 200 foot Runway Extension.

Annual Resurfacing Program Gets $337M

San Diego County has several notable line items valued at over $20 million. The most significant line item is the Resurfacing Program (AC Overlay, Pavement Seals, Americans with Disabilities Act Ramps and Culverts), under the Maintenance category, worth $337 million. Other notable line items include:

  • Bradley Avenue Improvements at State Route-67 Interchange - under the Road Reconstruction category, worth $47.4 million.
  • Cole Grade Road Improvements from Pauma Heights Road to Fruitvale Road - under the Road Reconstruction category, worth $42.9 million.
  • Ashwood Street Corridor Improvements - under the Road Reconstruction category, worth $35.9 million.
  • Annual Culvert Replace, Repair, and Reline - under the Maintenance category, worth $30 million.
  • Riverford Road Intersection at State Route 67 - under the Intersection Improvements category, worth $23.7 million.
  • San Diego River Basin Sewer Improvements Phase 2 and Phase 3 - under the Wastewater category, worth $20 million.
