San Joaquin County, California, Planned Capital Spending Increased by 155%

We recently processed the latest capital improvement program from San Joaquin County, California. Here are the insights we observed. 

In the CIP covering the 2024-2028 fiscal years, San Joaquin County detailed plans to spend $425 million on capital projects, an increase of 155% from $166 million in its 2023-2027 CIP. The current CIP has 20 line items, compared to 15 line items in the prior CIP. The table below breaks down San Joaquin County’s planned capital spending by business area for its last two CIPs.

Increase Due to New Projects

Planned spending in the General Services - Parks & Recreation Division category increased by 1,491% due to the addition of a new project, the Hazelton Complex Replacement Facility, worth $93 million. There are also six new business areas added, including the Public Works category, comprising a single project, the Lovelace Transfer Station Replacement.

Parks & Recreation Division Project to Receive Nearly $100 Million

San Joaquin County has four notable line items valued at over $25 million. The largest line item is the Hazelton Complex Replacement Facility General Services - Parks & Recreation Division, worth $93 million. The project scope is anticipated to consist of a replacement facility that will co-locate the Department of Public Works (PW), Community Development Department (CDD), and Environmental Health Department (EHD) to maintain the “one stop shop” concept that is currently servicing San Joaquin County. Listed below are other notable line items:

  • County Detention & Program Facility - worth $50 million, under the Sheriff’s Office category. This project consists of a new 256-bed jail facility on County-owned land, in French Camp.
  • Lovelace Transfer Station Replacement - worth $39 million, under the Public Works category. The project is anticipated to consist of the construction of a new transfer station facility that will feature increased floor space to increase general operating capacity, minimize delays, and potentially expand for future growth.
  • Morgue / Medical Examiner Facility - worth $25 million, under Medical Examiner’s Office. The project consists of the construction of a Morgue replacement facility and Medical Examiner Offices in French Camp, with approximately 18,000 square feet.
